Is this not simply a matter of a "landowner" (= the Iwi) asserting their right to fence off their property? Northland (Stuff) 7-Aug-2018
Or are there other factors at play - such as: - Uncertainty as to the location of the coastal boundary
- Hidden reserve rights that provide access
- An inability to charge the users for their (not-so-quiet) enjoyment of the dunes
- Racial tensions
