Well, if you can agree that the main shopping street in the metropolis of Woodville qualifies as a "CBD"....
This story appears to be a serious comedy of errors and misunderstandings that got out of hand, and which then escalated into extreme actions on both sides, culminating in the Police becoming involved - and ending* Court action (* to date anyway).

I wonder if any party considered seeking some sage advise from a "property boundary expert" - such as a Licensed Cadastral Surveyor - at an earlier stage? This may have helped explain the rights and obligations of the party who built the garage and then expected access to it; and also clarified what the subsequent implications would be for each party, and potentially what alternatives there may be as well. ie: providing some timely "property guidance counselling".
Perhaps hindsight is really a wonderful thing; or perhaps there is no telling the behaviour of some people in these pressure big-business situations...
