Sometimes to need for development contributions are misunderstood. And/or perhaps the reason for them are not clearly explained to Clients....
In this 'user pays' world these charges are justifiable, and perhaps better than the old system of rating everyone across the board, and effectively subsidising the developer/end-user for the new section.
(OK - I accept that any fee is on-charged to the landowner/purchaser in the end - as the Developer would not want to carry the charge!)
