Well done to the working group for producing such an awesome resource. I recommend that ALL cadastral surveyors give it a read - much of what is therein is applicable to all reasonably complex cadastral surveys.

The Practice Guidelines seem to be summary of good survey practice, irrespective of the issue of land movement as the result of earthquakes.
The common law acknowledgement that original undisturbed monuments define the boundaries of land, when combined with the survey regulation requirements (currently RCS 2010 6.1(c)) that parcels are defined relative to adjoining parcels, means that boundaries have always moved with the land in earthquake situations (Further evidenced by post 1931 surveys in the earthquake affected areas of Hawkes Bay).
From my perspective, many of the problems being experienced in Christchurch seem to have their origin in the RCS 2010, which dropped the requirement for good survey practice, and Cadastral Surveyors not following good survey practice.
I recommend the reader follow up this thread with that concerning the RCS 2016 project, where many of the deficiencies identified in the Practice Guidelines have been addressed.
For example, section 3 reintroduces the requirement for cadastral surveys to be undertaken using good survey practice, section 5.1.2 reintroduces the requirement for an origin (an origin tests relative rotation and scale, not orientation), while section 6.4.1(c) introduces the hierarchy of evidence to regulation for the first time.
Take the time to look at the RCS 2016 threat, and even better, make comment.

Speaking of the RCS 2016 thread, would the working party consider generalising their guidelines to give the profession a working definition of good survey practice.
