Meanwhile in Christchurch, St Albans residents have petitioned the council to change the design of two resource consented developments on Mersey St and Westminster St, which they say are “ugly, cheap, and characterless.”

“If residents have an issue with a decision that's been made, their only real legal avenue is to go to the High Court for a judicial review, or to the Environment Court," said Wellington City councillor Iona Pannett. “An appeal is difficult and expensive.”
