This article gives a description of the reasons for using horizontal ground distances for cadastral measurements rather than distances reduced to a datum or projection distances. It explains how the current system or depicting distances in Australian cadastral surveys came about and concludes that as a consequence - "...Australia can claim to have the best survey coordination and mapping system in the world" The terminology is a little different from what we use and I wonder how they integrate GNSS measurements into cadastral surveys. I guess that they just take the ellipsoid distance and make a correction for height above ellipsoid. mycoordinates.org/use-only-horizontal-ground-distance-not-grid-distance-dimensions-in-land-surveys/
