A South Canterbury couple lumped with an almost $24,000 bill through the Timaru District Council’s resource consent process has failed in their bid to get the costs quashed. John and Rosemary Shirtcliff applied to the council for a resource consent to subdivide their 22.34 hectare rural property near Geraldine into 12 sections in 2016, a proposal which drew backlash and required a hearing before an independent hearing commissioner. The process incurred a $23,925.28 bill, which the Shirtcliffs argued was unfair and unreasonable – but Environment Commissioner Kate Wilkinson disagreed in a decision released on October 20. “I have reached the conclusion that the costs charged by the council are fair, reasonable, and appropriate. The appeal is dismissed,” Wilkinson ruled in the Environment Court.
