Now he’s stuck in limbo unable to continue with his project while he battles the council over a small and inadvertent encroachment on the land he had developed and then given to them. The saga started months ago when Warner, who owns Warner Construction, had a section of his land surveyed to comply with consent conditions to build a new workshop and base on De Havilland Drive. After the survey was complete he discovered the base of a large retaining wall on the site had encroached onto the road reserve. In some cases it was just 10mm over, in others up to 270mm, all adding up to 9.84 square metres in total, about the size of a conference table.
